On the afternoon of October 20, the State Administration of Taxation ("SAT") convened an enlarged meeting of the CPC Leading Group to convey and study the spirit of the Sixth Plenary Session of the Seventeenth CPC Central Committee ("Plenary Session") and consider the implementation opinion of tax authorities. The Secretary of CPC Leading Group and the Commissioner of SAT, Xiao Jie, presided over the meeting and delivered a speech in which it is pointed out that the Plenary Session is an important meeting held during a crucial period of building a moderately prosperous society in all respects. The important speech of General Secretary Hu Jintao has deep content and strong guidance. The Decision passed at the Plenary Session comprehensively summarized the achievements and experience of cultural development led by our Party, deeply analyzed the situation and tasks faced by the cultural reform and development, put forward the guiding thought, the important principles, the objectives and tasks and the policies and measures, and is a programmatic document for the guidance of the cultural reform and development in the current and next period. Tax authorities at all levels should treat the study and implementation of the Plenary Session's spirit and the Decision as an important political task in the current and next period, and effectively do it promptly and well.
    The meeting pointed out that the work report delivered by General Secretary Hu Jintao on behalf of the Political Bureau of the CPC Central Committee represented the new achievements of all work of the Party and country in the recent year, further gathered people's hearts, raised the spirit, and fully demonstrated the excellent political wisdom and the superb governance capability of the CPC Central Committee with Comrade Hu Jintao as General Secretary to handle complex situations and respond to risks and challenges. From the beginning of this year, under the leadership of the CPC Central Committee and the State Council, new achievements have been made in the national taxation work, where the tax revenue realized steady and fast growth and provided financial guarantee for promoting economic development and improving people's livelihood. Tax authorities at all levels should effectively unify their thinking and understanding to the spirit of General Secretary Hu Jintao's important speech, earnestly summarize the taxation work of the recent year, and further design a good plan for the thought and measures of the taxation work of next year.
    The meeting concluded that the Plenary Session gave a profound elaboration on the importance and urgency of deepening reform of cultural system and promoting the great development and flourishing of socialist culture, and pointed out the important role played by the culture in increasing the international competitiveness, enriching people's intellectual and cultural lives, and accelerating the transformation of the pattern of economic development. Tax authorities at all levels should further increase their sense of responsibility and sense of urgency, conscientiously implement the spirit of the Plenary Session, and do a solid job of work.
    The meeting stressed that the requirements on taxation work raised in the Decision represented that taxation shouldered an important duty in deepening reform of cultural system and promoting the great development and flourishing of socialist culture, and should be earnestly implemented. First, tax authorities at all levels should strengthen the study and understanding of the knowledge related to the development of cultural programs and cultural industries, master the laws of development thereof, and strengthen the pertinence and effectiveness of taxation support measures. Second, tax authorities at all levels should, in accordance with responsibility division and time limit requirements determined by the CPC Central Committee, conscientiously carry out investigation and research, promptly study and formulate the specific policies and measures for further support of the development of cultural programs and cultural industries. Third, tax authorities at all levels should strengthen the supervision and inspection on the implementation of all the policies and measures, in order to ensure that all the policies are fully implemented. Meanwhile, tax authorities at all levels should carry out the tracking effect system, promptly master the problems arising out of the implementation, and put forward opinions and suggestions for the improvement.
    The meeting pointed out that the work of tax authorities on the ideology and culture and the publicity and public opinion was an important constituent part of socialist cultural development, and it shall effectively be done promptly and well. First, tax authorities at all levels should strengthen the education on the system of core socialist values, and strengthen the common ideological and moral foundation upon which the whole tax cadres work in unity through such activities as the discussions on core socialist sense of values. Second, tax authorities at all levels should promote the tax culture development, organically combine it with the tax service and tax collection and administration, and let the tax culture play its role in consolidating strength and encouraging cadres. Third, tax authorities at all levels should do well the ideological and political work, and strengthen humanistic solicitude and psychological counseling; intensify mass activities that foster cultural and ethical progress, strengthen education in the ideology and morality and the business ethics, and identify and honor people with outstanding ethics. Fourth, tax authorities at all levels should improve the work on the publicity and public opinion, firmly maintain a correct orientation, and make the guidance of public opinion more timely, authoritative, convincing and influential.
    The meeting stressed that, tax authorities at all levels should conscientiously implement the requirements put forward by General Secretary Hu Jintao on doing well the current work of the Party and country, further strengthen the crisis awareness and risk awareness, continue to exert themselves, and do well all the taxation work before the new year. Tax authorities at all levels should fully implement all the adjustment measures formulated by the country for tax reform and tax policy, and let the taxation play an active functional role in accelerating the transformation of the pattern of economic development. Tax authorities at all levels should deeply analyze and earnestly resolve the problems existing in the current organization of collection work, continuously improve the quality of tax revenue, and ensure the continuous, steady and fast growth of tax revenue. Tax authorities at all levels should earnestly do well the work on tax service and tax collection and administration, and strive to improve the compliance with the tax laws and the tax collection rate. Tax authorities at all levels should actively implement the spirit of the Working Conference on the Construction of Cadre Team and Party's Work Style and Clean Government of National Taxation System, do a solid job of work, and greet the successful convening of the 18th National Party Congress with excellent achievements.
